Raw Materials Southeast Asia LCL Ocean Freight Service
Client Background
A textile raw materials trading company in Shaoxing, Zhejiang, supplying synthetic yarns, fabrics and accessories such as zippers and buttons to garment factories in Southeast Asia. The client holds long-term orders with multiple garment OEM factories in Thailand (Bangkok) and Vietnam (Ho Chi Minh City). Settlement is by L/C, so documentation must be meticulous.
Client Requirements
- About 12 LCL consolidation shipments per month, 2–8 m³ per shipment.
- Destination ports: Bangkok, Thailand (Laem Chabang Port) and Ho Chi Minh City, Vietnam (Cat Lai Port).
- A FORM E Certificate of Origin per shipment (to enjoy ACFTA zero tariffs).
- Destination agents required to assist with clearance (the client has no import license in the destination countries).
- L/C settlement with strict consistency required across the bill of lading, invoice and Certificate of Origin.
Our Solution
FORM E Certificate of Origin
A FORM E certificate is applied for with CCPIT within 3 working days before each shipment departs. We maintain an electronic interface with CCPIT, allowing online submission of the packing list and invoice, with the certificate issued within 48 hours. For shipments that miss the sailing date by more than 3 days, a back-dated certificate can be applied for.
Destination Agency
We have contracted local clearance agents in both Bangkok and Ho Chi Minh City. After the cargo arrives, the agents handle the delivery order exchange, pay port charges, complete import clearance and arrange inland truck delivery to the client's designated factory. Once clearance is completed, a full set of scanned documents is provided to the client for L/C presentation.
Transit Time
| Route | Mode | Sea Days | Door-to-Door |
|---|---|---|---|
| Shanghai → Laem Chabang (Bangkok) | LCL | 8–9 days | 12–14 days |
| Shanghai → Ho Chi Minh City (Cat Lai Port) | LCL | 7–8 days | 11–13 days |
Results
- 12 shipments handled monthly with zero errors and a 100% documentation accuracy rate.
- All FORM E certificates were issued smoothly and accepted by destination customs, allowing the client to enjoy ACFTA zero tariffs.
- Destination agent clearance times were stable (2 days in Bangkok, 1–2 days in Ho Chi Minh City), with no demurrage charges ever incurred.
- Zero discrepancies in L/C presentation (consistent across bill of lading, invoice and FORM E).
